April 12, 2013 Yahoo Sports is reporting that Norwegian kicker Harvard Rugland has signed an NFL contract with the Detroit Lions. Rugland will compete against untested Blake Clingan, who joined the team in March, though the favorite for the job is 38-year-old veteran David Akers.
