Cop Pepper Sprays Fan In Bleachers [VIDEO]

I'm still trying to figure out why a police officer resorted to pepper spraying a young man in the face while he was cheering for his high school football team.

The students were in the stands having fun at a high school football game and out of no where a police officer approaches a young man and proceeds to pepper spray him right in the eyes.

I did not see this kid do anything to warrant this type behavior from the cop, but sometimes a video doesn't tell the whole story. It looks like the cop and the young man exchange words, but to use PEPPER SPRAY, REALLY?

Did this cop overreact here, or was the use of pepper spray warranted?
