WASHINGTON (AP) — The U.S. House says the federal government should not interfere when it comes to state laws that allow the use of medical marijuana.

The 219-189 vote in the GOP-controlled House came early this morning as lawmakers debated a bill funding the Justice Department's budget.

California Congressman Dana Rohrabacher, the Republican who wrote the amendment, says "Public opinion is shifting.
