According to court records, "Chi Chi" was just after midnight Thursday, swerving all over the road in a 1999 Volvo Sedan. When cops approached his car, officers say Angel appeared to have been drinking. A breathalyzer test was given, and showed Chi Chi's blood alcohol level was a .121 which is well above the .08 limit.
