In an ongoing argument over whether conditions at the Orleans Parish jail are unconstitutional, an extremely graphic video was played during a federal court hearing showing inmates doing drugs, chatting on cellphones - and at one point, even showing off a loaded handgun. There was even video footage of an inmate checking out of jail and partying on Bourbon Street.
