This Balloon-Looking Thing was Seen in Youngsville

I captured an interesting sight in Youngsville over the weekend and I thought I'd share it here.

This video was taken on Guillot Road, just south of Youngsville proper. Had I noticed a human in the area I would have approached to inquire about this thing, but there was no one in sight.

What is it?

Is it a Wacky Waving Inflatable Arm Flailing Tube Man without arms?
