The Federal Communications Commission today voted 5-0 to eliminate their sports blackout rule, but the NFL says they don't plan to change anything.

The NFL has gotten to the point where the blackout rule rarely goes into effect; in fact, only two NFL games were blacked out in 2013.  The league went on to say they have gone to great lengths to minimize blackouts and stressed they are the only major sport to offer free access broadcasts over on-air TV.

When the rule first went into place, about half of the games were blacked out.  Since 2000, only 8% of games were blacked out.  The rule was enacted in 1976.
